David has more than a decade’s experience in Cost Engineering,  Project Controls including the implementation of Deltek Cobra across multiple sectors. He has extensive expertise in implementing and developing Cost Control solutions with a specific emphasis on Deltek Cobra and is considered by many of his clients to be a UK leading expert.


An experienced Project Controls professional with a proven track record of implementing, managing, updating and operating project control systems and tool sets for European clients. His previous assignments have included:


  • Engaged to lead the design and implementation of an Earned Value Management System through integration of the Deltek Cobra tool within the Project’s Primavera and SAP environment and establishment of Project Control procedures under extremely demanding Customer timescales and exacting contract requirements.

  • Provision of specialist consultancy to support the Thales bid team for initial proof of concept design of a Deltek Cobra solution to integrate Prime contractor and key subcontractor data into a single EVM solution.  Support to the definition of updated Project Control processes and coaching of project control personnel in the non recurring activities associated with initial set up to establish an in-house capability for the future.

  • Engaged to provide a proof of concept Deltek Cobra Earned Value Management System for the investigation of running earned value on the Maritime Submarine project.

  • Providing a Principal Cost Engineering Management function whilst AWE transformed into using earned value management practices. 

  • Lead consultant responsible for the design and implementation of the JNUP Earned Value Management solution to meet the Contractual requirements of the Project and Corporate Project Management governance. 

  • Consultant position to design, assess and implement an EVMS into BBMV to comply with Crossrail part 14 requirements.

  • Implementation of Deltek Cobra toolset into the TVO nuclear power station OL3 in Finland.

  • Design and specification of the chosen system including interfaces and interdependencies on their source system software, such as SAP, Agresso and Primavera.

  • Creation of full and detailed earned value variance analysis and subsequent root cause analysis, followed by provision of narrative, recommendations and recovery plans.
